Relates to all decisions from the 1st April 2008
LARGESCALE MAJOR DEVELOPMENTS
Q1. DWELLINGS - 200 or more units, or if the numbers not specified, a site area of 4 hectares or more. Includes Class C3 developments.
Q2. OFFICES/RESEARCH AND DEVELOPMENT/LIGHT INDUSTRY - Floor space to be built is 10,000 square metres or more, or where the site area is 2 hectares or more. Includes Class A2 uses (banks, building societies and estate agents) and Class B1 uses (general offices (not providing service direct to visiting public) and those for research and non-polluting industrial processes).
Q3. GENERAL INDUSTRY/STORAGE/WAREHOUSING - Floor space to be built is 10,000 square metres or more, or where the site area is 2 hectares or more. Includes Classes B2 and B8 uses (includes wholesale distribution).
Q4. RETAIL DISTRIBUTION AND SERVICING - Floor space to be built is 10,000 square metres or more, or where the site area is 2 hectares or more. Includes Class A1 uses (internet cafés, post offices, ticket or travel agencies), and Classes A3, A4, A5 (including public houses, restaurants, cafés and hot food takeaways).
Q5. GYPSY AND TRAVELLER PITCHES - Floor space to be build is 10,000 square metres or more, or where the site area is 2 hectares or more.
Q6. ALL OTHER LARGESCALE MAJOR DEVELOPMENTS - Floor space to be built is 10,000 square metres or more, or where the site area is 2 hectares or more. Includes all other Uses, whether in a Use Class or sui generis uses.
SMALLSCALE MAJOR DEVELOPMENTS
Q7. DWELLINGS - No of units to be constructed is between 10 and 199 (inclusive). In other cases site area is between 0.5 hectare and less than 4 hectares.
Q8. OFFICES/RESEARCH AND DEVELOPMENT/LIGHT INDUSTRY - Floor space to be built is 1,000 square metres and up to 9,999 square metres or where the site area is 1 hectare and less than 2 hectares.
Q9. GENERAL INDUSTRY/STORAGE/WAREHOUSING - Floor space to be built is 1,000 square metres and up to 9,999 square metres or where the site area is 1 hectare and less than 2 hectares.
Q10. RETAIL DISTRIBUTION AND SERVICING - Floor space to be built is 1,000 square metres and up to 9,999 square metres or where the site area is 1 hectare and less than 2 hectares.
Q11. GYPSY AND TRAVELLER PITCHES - Floor space to be built is 1,000 square metres and up to 9,999 square metres or where the site area is 1 hectare and less than 2 hectares.
Q12. ALL OTHER SMALLSCALE MAJOR DEVELOPMENTS - Floor space to be built is 1,000 square metres and up to 9,999 square metres or where the site area is 1 hectare and less than 2 hectares.
MINOR DEVELOPMENTS
Q13. DWELLINGS - No of units to be constructed is between 1 and 9 inclusive, or site area of less than 0.5 hectare.
Q14. OFFICES/RESEARCH AND DEVELOPMENT/LIGHT INDUSTRY - Floor space to be built is less than 1,000 square metres or where the site area is less than 1 hectare.
Q15. GENERAL INDUSTRY/STORAGE/WAREHOUSING - Floor space to be built is less than 1,000 square metres or where the site area is less than 1 hectare.
Q16. RETAIL DISTRIBUTION AND SERVICING - Floor space to be built is less than 1,000 square metres or where the site area is less than 1 hectare.
Q17. GYPSY AND TRAVELLER PITCHES - Floor space to be built is less than 1,000 square metres or where the site area is less than 1 hectare.
Q18. ALL OTHER SMALLSCALE MAJOR DEVELOPMENTS - Floor space to be built is less than 1,000 square metres or where the site area is less than 1 hectare.
OTHER DEVELOPMENTS
Q19. MINERALS PROCESSING - Includes both major and minor developments - mineral handling installations; bricks pottery manufacture etc.
Q20. CHANGE OF USE - If major development is involved classify to Q1 - Q12, even though a change of use is involved. Provided no building or engineering work is involved.
Q21. HOUSEHOLDER DEVELOPMENTS - other than change of uses. Includes works to flats.

Q23. LISTED BUILDING CONSENTS - TO ALTER/EXTEND

DEVELOPMENT TYPE AS REQUIRED FOR GOVERNMENT MONITORING OF PLANNING APPLICATION PERFORMANCE - the following categories are used for the statistical returns we have to supply quarterly to the relevant government department. It is also a good analytical tool. The Codes are:-
MAJOR DEVELOPMENTS Codes 1-5
Note: Changes of Use - If the application is a simple change of use, code 12 relates. If alterations or extensions are required, then it is either from 1 to 5, or 6 to 10, according to the use involved.
1. DWELLINGS - 10 or more, or if numbers not specified, 0.5ha. or more. Class C, this excludes hotels, hostels, caravan sites, etc. Change of use to form 10 or more dwellings/flats is classed as major development.
2. OFFICES - Erection or change of use, of 1000 sq.m or more gross floorspace, or 1 hectare or more to Classes A2 or B1. Town and Country Planning (Use Classes Order 1987) includes banks, building societies and estate agents. Class B1 includes general offices (not providing service direct to visiting public) and premises for research and non-polluting (i.e. "light") industrial processes.
3. MANUFACTURING, STORAGE AND WAREHOUSING - size threshold as at 2 above. Classes B2 and B8 of Town and Country Planning (Use Classes Order 1987) includes wholesale distribution, warehouses, and general industrial premises.
4. RETAIL DISTRIBUTION AND SERVICING - threshold as at 2 above. Class A1 of Town and Country Planning (Use Classes) Order 1987 includes post offices, ticket or travel agencies. Class A3 includes Restaurants, Cafes and Snack Bars. Class A4 includes Pubs and Bars. Class A5 include Hot Food Takeaways.
5. ALL OTHER MAJOR DEVELOPMENTS - threshold as at 2 above. E.G. Hotels - Hostels - Caravan Sites - Doctors surgeries - Gas Showrooms - Dance Hall - Car Parks - Hospitals - Petrol Filling Stations - Churches - Repair Garages - Car sales garage.
MINOR DEVELOPMENTS Codes 6-10
Classes 6-10 relate to the same areas as classes 1-5 above, but below the size threshold.
6. DWELLINGS - Includes sub-division of dwelling to form more than 2 but less than 10 dwellings.

OTHER DEVELOPMENTS Codes 11 - 18

12. OTHER CHANGES OF USE (not covered by codes 6-10) Note, if major developments are involved - classify the application within 1 - 5 above, even though a CoU is involved. Provided no building or engineering work (i.e. operational development) should be involved.
13. HOUSEHOLDER DEVELOPMENTS - other than CoU.s

Notes:
The area of a site is defined as the area directly
involved in some aspect of the development. Where a major development is
subject to a change of use application it should be coded as a Major
development, not a change of use. A proposed development should be classified
on the basis of its own principal use and not that of the complex of which it
is part. Certain very small developments should be given the same use category
as the property concerned.
